Revolutionising retrofit to enable one million home upgrades every year

Transform-ER (Transform. Engage. Retrofit) is a game-changing, consortium-led project funded by Innovate UK that’s tackling the retrofit industry’s biggest barriers to scale, from rising costs and underperformance issues to poor collaboration.

13 industry leaders are collaborating to create a cohesive, industrialised sector that uses a standardised end-to-end process to deliver high-performance, cost-effective home improvement solutions. The aim is to enable one million home upgrades every year by 2030.

Systemic change to tackle multiple, intertwined challenges

We're using the Demand-Develop-Deploy structure to:  

‍

• ‍Develop new digital tools and approaches to assessing portfolios, categorising typologies, aggregating demand, identifying retrofit performance risk, and enabling standardisation - led by Ambue, Tallarna and Planarific.  

• Create a Community Interest Company to provide an equitable and structured ‘profit for purpose’ market vehicle that can unlock new income streams, as well as foster culture change through increased collaboration - led by Energiesprong UK and Tallarna.

• Streamline accreditation routes and prototyping products and kits-of-parts, defining interoperability standards to cost-effectively meet demand - led by BRE, KIN Architects, Ultraframe, Tata Steel, Bow Tie Construction, and VundaHaus.  

• Form a Retrofit Rulebook to document the activities in the project as case studies and set out clear guidance for other industry actors and those wishing to join the retrofit revolution – led by the MTC.

Collaborating with social housing providers to maximise positive resident impact

Social housing is the natural launch market for the project, comprising 5.2 million homes of similar typologies which are subject to strict energy performance deadlines and regulatory improvement targets due to high levels of fuel poverty.

Partners include the London Boroughs of Barking & Dagenham and Hammersmith & Fulham, who will provide expertise in retrofit planning and resident engagement and benefit from better data on their housing portfolio to develop pre-qualified pipelines, as well as a new contracting approach for kit-of-parts to enable rapid volume delivery.

The result? A new industrialised retrofit system and marketplace that upgrades homes and improves lives – open to existing and new delivery partners – tested and ready to launch in 2025, alongside a wealth of learning to be shared widely with the industry.

The Transform-ER concept was developed during Innovate UK’s Net Zero Heat: Design Engineering Innovation Lab, a collaborative five-day residential workshop with a cross-disciplinary cohort of 40 organisations to explore game changing ideas to speed up the roll-out of decarbonised heat for buildings.
