Transform-ER (Transform. Engage. Retrofit) is a game-changing, consortium-led project funded by Innovate UK that’s tackling the retrofit industry’s biggest barriers to scale, from rising costs and underperformance issues to poor collaboration.
13 industry leaders are collaborating to create a cohesive, industrialised sector that uses a standardised end-to-end process to deliver high-performance, cost-effective home improvement solutions. The aim is to enable one million home upgrades every year by 2030.

Social housing is the natural launch market for the project, comprising 5.2 million homes of similar typologies which are subject to strict energy performance deadlines and regulatory improvement targets due to high levels of fuel poverty.
Partners include the London Boroughs of Barking & Dagenham and Hammersmith & Fulham, who will provide expertise in retrofit planning and resident engagement and benefit from better data on their housing portfolio to develop pre-qualified pipelines, as well as a new contracting approach for kit-of-parts to enable rapid volume delivery.
The result? A new industrialised retrofit system and marketplace that upgrades homes and improves lives – open to existing and new delivery partners – tested and ready to launch in 2025, alongside a wealth of learning to be shared widely with the industry.
The Transform-ER concept was developed during Innovate UK’s Net Zero Heat: Design Engineering Innovation Lab, a collaborative five-day residential workshop with a cross-disciplinary cohort of 40 organisations to explore game changing ideas to speed up the roll-out of decarbonised heat for buildings.
