Transform-ER (Transform. Engage. Retrofit) is a game-changing, consortium-led project funded by Innovate UK that’s tackling the retrofit industry’s biggest barriers to enable a sector that can deliver one million home upgrades every year by 2030.
13 industry leaders are collaborating to create a new retrofit delivery model that makes it easier for social landlords to achieve high-quality, cost-effective retrofit programmes at scale - creating comfortable, healthy, and energy-efficient homes that appeal to residents.
We’ve taken a systemic approach to tackling the multiple, intertwined challenges in the sector, from spiralling costs and resident dropouts to delays and disappointing outcomes.
Using the Construction Innovation Hub’s Demand – Develop – Deploy structure, project partners have focused on transforming retrofit from a fragmented 'cottage industry' into something genuinely scalable, structured, and repeatable with:
✓ Smart data and drone technology for aggregated property pipelines matched with proven, high-performance solutions – streamlining delivery while guaranteeing outcomes (led by Ambue and Planarific)
✓ Blended financing unlocking viable business cases that actually work, leveraging grant, HRA and private finance (led by Tallarna and Energiesprong UK)
✓ Collaborative alliancing for problem-solving partnerships that increase trust, reduce risk, drive certainty, and lower your costs (led by Energiesprong UK, KIN and Bow Tie Construction)
✓ Lower-cost, higher-quality, interoperable kits-of-parts solutions to offer better budget visibility, economies of scale and reduce time onsite (led by Bow Tie Construction, BRE, KIN , Ultraframe, Tata Steel and VundaHaus)
✓ Resident-first engagement so upgrades happen with people, not to them – delivering choice, agency, and trust while creating homes that residents love (led by Energiesprong UK)
✓ Independent oversight and an industry ‘retrofit rulebook’ provides honest learning, continuous improvement, and innovation (led by ESUK and the MTC).
